James Howard Vann, of Laguna Vista, Texas, and Frank L. Cohen, of Harlingen, Texas, were each charged with four counts of selling securities without a license and four counts of selling unregistered securities in Cause No. 07-CR-00000674 in a single indictment handed down by the Grand Jury of Cameron County on April 11, 2007. This indictment alleges that Vann and Cohen sold Certificates of Collateral Ownership issued by Premium Income Corp.
