JOB DESCRIPTION:

Performs complex staff services work related to several staff services functions such as human resources, accounting, budgeting, purchasing, and payroll. More specifically, duties include annual financial report tasks, accounting entries for encumbrances, accounting entries that balance various ledgers, research issues related to the proper use of CAPPS, produce monthly revenue reports, review payment vouchers, and more. In addition, the duties of this position include acting as the back-up for payroll, purchasing, refunds, and accounts payable.  Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Other duties may be assigned as necessary. Occasional overtime and non-standard hours are possible. 

The Staff Services Officer job classification series is intended for employees that are responsible for several staff services functions. Employees within the series oversee complex and critical staff services work that may cross several major staff services functions.

MINIMUM QUALIFICATIONS (License, Education, Experience):

Experience, education, and/or training that provides a well-developed understanding of state fiscal and budgeting concepts and human resource administration. The ability to maintain a professional demeanor and the capacity to communicate in a respectful manner.  Well-developed skills related to the use of Windows/Microsoft based computer programs. A work or school history that demonstrates a strong work ethic, dedication, and self-motivation. Education and experience may be substituted for one another. 

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge and/or experience with Texas Comptroller accounting systems (CAPPS FIN, CAPPS HR, USAS, TINS). Thorough understanding of State financial reporting requirements. Ability to write documentation, policies, and procedures.
